The Social Committee was established by Ordinance No. 322/2025 of the Mayor of Dębica dated 14 October 2025 as an advisory and consultative body supporting the implementation of the project “Impulse for Dębica – A Comprehensive Urban Development Programme” under the Polish–Swiss Urban Development Programme.
Purpose
The Committee was established to ensure the active participation of residents, social organisations, academic, educational, cultural, and business communities in the preparation, implementation, and monitoring of the project.
Its role is to strengthen the principles of partnership and civic participation in accordance with the guidelines of the Swiss Programme.
Scope of Responsibilities
The Committee supports the Mayor of Dębica and the project partner – Dębica County – in activities related to project implementation, in particular through:
- participation in public consultations and meetings with the implementation team,
- reviewing documents and formulating recommendations regarding project implementation,
- monitoring progress and proposing improvements,
- promoting equality, social inclusion, and sustainable development principles,
- initiating proposals for bilateral cooperation with Swiss partners,
- supporting the project’s information, promotional, and educational activities.
The Committee serves as a platform for dialogue between local authorities and community stakeholders, enabling joint development of solutions that support the city’s growth and the well-being of its residents.
Members of the Social Committee
The Committee consists of 13 members representing various local groups and communities:

Committee members perform their duties voluntarily and without remuneration.
Organisation of Work
Committee meetings are held at least once per quarter and are open to the public.
At the inaugural meeting, members elect a Chairperson and Deputy Chairperson from among themselves. They are responsible for coordinating the Committee’s work and representing it externally.
Administrative and organisational support is provided by the Department of Social Policy of the Dębica Municipal Office, which acts as the Committee’s administrative and technical support unit.
Role of the Committee
The Social Committee constitutes an important element in the implementation of the “Impulse for Dębica” project.
Through its activities, residents and representatives of local institutions are able to actively participate in shaping and evaluating initiatives undertaken within the programme.
It serves as a platform for cooperation, dialogue, and consultation aimed at building an open, civic-oriented, and sustainably developing city.
